Presidential Decree 462/2001 represents a fundamental pillar in Italian legislation for the safety of electrical systems. In this context, the verification of earthing systems plays a crucial role in safeguarding people and structures.
Every company that employs at least one worker is required to report the earthing electrical systems. Starting from May 2019, the method of transmitting reports to INAIL has been changed, moving to an exclusively online system through the CIVA (Certification and Verification of Plants and Equipment). The www.inail.it site hosts this platform that allows the body to electronically manage the entire certification and verification process of a wide range of systems and equipment, including pressurized, thermal and lifting equipment.
The CIVA Telematic Service
To simplify and make the certification and verification process more efficient, INAIL has introduced the CIVA telematic service. This application manages in a computerized way the reports of earthing systems, the checks of protection systems from atmospheric discharges and other control activities to ensure the safety of machines, appliances and systems used in the workplace.
The report of the earthing system within the CIVA portal must be entered by the legal representative of the company or by his delegate. It is necessary to have the declaration of conformity of the system subject to the complaint in order to complete the procedure.
The certification and verification services are accessible to the following user groups:
- Legal representatives of companies and their delegates from the Industry, Crafts, Services and Public Administrations sectors holding a specific insurance relationship with the Institute (IASPA management);
- Captains of companies in the shipping sector;
- Employer intermediaries and their delegates;
- Employers of Public Administration structures and their delegates;
- Users with dispositive credentials;
- MIUR users.
Timing
For electrical systems that serve activities with employees, the employer is obliged to submit the declaration of conformity within 30 days of the completion of the installation work.
